But\nthis can be done exclusively only from the premises of another court. In the\ncontext of a coronavirus pandemic, Russkikh believes, this approach does not\nstand up to criticism. &#8220;The idea of the amendments is to allow citizens to\nparticipate in the process online from where they are at the moment \u2013 in the\noffice, sitting at home in quarantine, and so on. According to last year&#8217;s\nstudy of Deloitte auditors, 88% of people on the Internet do this from a\nsmartphone. So let&#8217;s let people use mobile gadgets to solve their legal\nproblems. We understand that the current pandemic is not the first, but,\nunfortunately, not the last,&#8221; &#8211; Russkikh notes.<\/p>\n\n\n\n<p>In the\nmeantime, according to him, a number of court hearings are held without the\nparticipation of the parties, and many sessions are postponed altogether.&nbsp; And this is despite the fact that \u201cin order\nto maintain statehood and the rule of law, the activity of courts in the\nadministration of justice must be continuous, even under the conditions of all\nkinds of restrictive measures.\u201d<\/p>\n\n\n\n<p>The bill\nproposes to allow participants in civil, arbitration and administrative\nproceedings to participate in court hearings remotely, using personal video\nconferencing facilities. &#8220;In addition, this will save quite significant\namounts of money that companies and government agencies spend today on travel\nexpenses when courts are held in other cities and regions,&#8221;- the member of\nthe Federation Council is convinced.<\/p>\n\n\n\n<p>Nikita\nFilippov, head of MCBA\n\u201cBureau of Lawyers \u201cDe jure\u201d, draws attention to another aspect of the proposed\namendments: &#8220;Video courts are a very important element of a barrier-free\nspace for people with disabilities,&#8221;- the lawyer says. -Imagine how much a\nwheelchair user has to overcome to get to court even in Moscow, and in the\nregions his problems increase at times.
