On December 24, 2021, the Federation Council adopted the Federal Law establishing the basis for regulating remote participation in the judicial process. The bill was introduced by the Government of the Russian Federation.
It is worth noting that MCBA “Bureau of Lawyers “De jure” took an active part in the development of proposals concerning the possibility of filing procedural documents through the Unified Portal of State and Municipal Services. Back in 2014, the draft law “On the State System of Electronic Correspondence Exchange and on Amendments to Certain Legislative Acts of the Russian Federation”, which establishes the basis for electronic interaction between citizens and public authorities, including courts, was submitted to the State Duma at the suggestion of MCBA “Bureau of Lawyers “De jure”. But the Government of the Russian Federation did not give its opinion on the bill, and it was returned. In 2020, MCBA “Bureau of Lawyers “De jure”, together with members of the Federation Council Alexey Russkikh and Andrey Klishas, prepared a draft law on video courts, and subsequently work on the bill was suspended.
Nevertheless, many of the ideas previously proposed by the Bureau were included in the bill proposed by the Government.
In addition, MCBA “Bureau of Lawyers “De jure” was able to take a direct part in the finalization of this law at the stage of its consideration – three amendments proposed by the Bureau of Lawyers “De Jure” were included in the final text of the law.
